Yes it is plastic but quite strong with no chance of slipping or scratching the cap. It is fairly thick so using one on the cap and another on the diaphragm retainer does not work that well.
 
The oil filter wrench (handle with rubber strap that cams on itself) allows for some evenly applied yet significant force with very low risk of damage.
 
I have ran into this problem befor and as others have said soak the threads in penetrating oil (the real stuff not WD40) like Kroil or CRC makes alot of products as well should be tons on products on Amazon.

Then make sure to ultrasonic clean after to get all the gunk out of the threads and to clean all the oil off especially if its a deco reg.
