Or just set up an ftp server with the files you´d like the users to share and give everyone read/right priveleges...
FTP software is free and if you feel the need you can password protect it and confine the entry point to one specific port (dont pick the standard one). Just configure the clients and hey presto! a vpn! (or the functions of one that you seem interested in)
