How or what do you use to repaint or refinish steel tanks. Looking at a set of scuffed up ones and wondering if anyone has ever repainted or even powder coated them ? Should this be done pre or post hydro ?

Why would you want to do that? Unpainted cylinders are easier to inspect.
 
I have stripped paint off several aluminum tanks without any problems. I personally don't like painted tanks.

You asked about steel tanks instead of aluminum. If the outside of the tank is rusting. pass on the tanks. You might not even get an LDS to inspect the tank if they see rust on the outside.
