Reel Line Gauge System

Does anyone know what line (cave/spool/reel line) gauge system is based on. I know the #18 line is smaller then the #24, but where do these numbers come from. Is it based on weight or diameter? I just like to know what these numbers mean.

I seem to remember that the number corresponds to the filament count in the braid, also correlates to line strength. Unlike AWG, size is not part of the definition, just an effect.
