Red/White dive flag or Alpha for shore diving off Cape Breton?

Dive Flags in Cape Breton are usually ignored by boaters or are used by drunk Jet Ski operators to use them as turning points...If I use one when I am out with students, I usually stay away around 30 feet from it, just to avoid being run over by some idiots...
