I second the Shangri La in Makati or Sofitel by the bay, very nice hotels. If they turn out to be a tad too expensive, take a look at some hotels in the Malate area - Pan Pacific and Century Hotel are two that I've stayed at that are really nice. Plus they're close by to intramuros.
And yeah, Zee is a bit psychoticD), but if you want to experience some "local" shopping that isn't as intense as the Quiapo area, hop in a cab and go to Greenhills Shopping Center.
