OW can go in the main spring, including the cavern(Ballroom). OW cannot carry lights into the devil springs, but can dive the OW sections.

you didn't answer the question

To answer your second question, make a list of everything that can happen to you when you are scuba diving. Now make a list of how many are life threatening. 3rd, make a list of all the backup systems that you carry with you while you are diving. Add them up, it can be done but do you have the needed experience necessary?

Do you have to be cave certified to dive there? Also, are there any rules against diving solo?

no solo diving

at the Ballroom, you can dive with OW cert and carry lights

everywhere else, you can only carry lights if you are cavern or above

daniel f aleman:
Solo diving is NEVER allowed anywhere near a cave.

in what alternate universe? people do cave solo dives all the time

Ginnie, however, does not allow solo diving. they'll kick you out

[edit -- this was told to me by one of the "security guards" whatever they are called]

Hmmm, I have never seen anything about no solo diving in ginnie springs/the ballroom. In fact I have solo dove there quite a bit and never had a problem. I've also seen quite a few solo divers in the devil's system.
