Im based in the UK and im interested in starting a hull cleaning business but can't seem to find any details on rules regulations,qualifications etc .
Theres plenty for the US but not for UK any help would be much appreciated.

Two places to start-

1.- If the UK has an equivalent of the Environmental Protection Agency or "EPA" (and I'm sure you do), check their web site under water quality regulations. If there are any restrictions regarding in-water hull cleaning they would likely be found there.

2.- Here in the U.S., the Occupational Safety and Health Administration or "OSHA" has rules about commercial diving (although they are clearly intended for hard hat dive operations and are largely ignored by the hull cleaning industry here), so the equivalent organization in your country will likely have similar rules.
