Does anyone know what the pressure rating is on those pvc inspection caps (the kind that are like a cap and screw on)? I am wondering if they will keep water out of a pvc tube.
 
You could incorporate o-rings. Take a look at the Sartek light, it has a canister that is internally threaded, and a "plug" end that is threaded, with o-rings at the base of the threads, so they contact the end of the canister when it is screwed tight. You would want some good way to grip the cap to unscrew it as well, the Sartek can has a pin that fits through the cap for extra torque and is removeable to dive.

i am using one for my can lid, they come with o rings on the base, itll keep water out, it doesn't take alot to make something water tight, just a little finesse
