Nothing is impossible, but we have to approach it the proper way.

For instance, do you expect poor fishermen (sharks or others) to stop fishing so that they leave the sea intact for tourism? What will put food on their table?

I believe the first step is to find them a proper alternative.

I agree, ditto growing Poppies in Afghanistan. Money talks when you have a family to feed.
