I believe the villas are on Cofresi beach in Puerto Plata. I am not sure if or how is the diving in the area, but scuba diving in Sosua (about 20 minute drive from there) is not bad, I dove there for couple years. If you look at my above post, Merlin Divers are a great dive op. The Elite diving shop was closed about a year ago. Contact Gil or Juergen from Merlin and ask about the transportation as well.
