Here in Missouri we have the "stream team" where locals go every weekend in the summer down the rivers and have contests on who can collect the most junk. My dive shop regularly goes to springs, lakes, and quarries with cleanup specifically in mind. Maybe see if your dive shop would be interested to sponsor one in your area? Just an idea.
 
I am not sure where you are located (in TX) but a lot of Houston shops love to get together to do the cleanup at the Guadalupe (I think it's in October). Trashfest! It is actually some sort of competition and they put teams together to clean the river. We haven't had a chance to go but would eventually like to. Maybe you could be the first to head something similar up in your area.
