The non-sedating antihistamines act at the cell level to compete against whatever is setting off your allergy reaction. If you take them after the allergies are all ready going strong and have created a lot of issues already they are slow to respond and don't work nearly as well as taken before the problem happens.
In addition they don't really do anything for the congestion that is already there. They attempt to keep it from happening, not 'cure' it. For congestion already in place you need anti-inflammatories (Flonase) and decongestants (Sudafed). Afrin is a localized decongestant.
