i was looking around on ebay and seen some pony tanks (40's) that cost more than an AL80

if the tank is half the size then why is it about 20.00 more that a 80

On ebay I would say it would be supply vs demand. Retail in Canada has the AL40 $30 less than the 80
 
On e-bay shipping cost is a factor and bidders get concerned about the greater shipping cost potentially involved which depresses prices for the larger and heavier tanks.

Shipping is pretty cheap for a most commercial businesses even for an AL 80 but can get expensive for a private indivudual, particularly if they are not smart about it. And if the buyer has agreed to pay actual shipping costs, they have no real incentive to keep costs down.

AL 80's are very cheap on a cost per cu ft basis at dive shops and through on-line businesses due to economy of scale issues. They get bought by the pallet load from Luxfer which keeps shipping costs low and Luxfer makes a ton of them so they are common and the market is fairly competetive.

AL40's are less common and are in demand by the technical crowd which makes them more valuable on e-bay due to the increased demand and the sometimes limited supply of new AL 40's due to occassional availability issues when production does not meet demand.
