How to request a specialty plate be made

Will TPWD artificial reef program support this?

Will dive shops be willing to work to get the word out that this exists, or as a show of support help pony up the 15k required to get this off the ground?

How would this look as a design on a scuba diving license plate for Texas?

Lame,you cant even tell its dive related. A simple shape of texas with a line going through it would look way better and be much more simple with still representing TX and excentuating Diving. But I think every state should offer such a plate.
