LBDNdiver:
Try using Triple 0 steel wool or very fine sandpaper to lightly scuff the surface of the pvc to remove the gloss. This will help w/paint adhesion.

Using the Triple 0 steel wool will not make the finish look less glossy. You want it to remove the gloss so it will bond with the plastic or you may get chipping later on. You do not need to scar the plastic so hard as to leave visible scratches in it, but just enough to take the shine off. The gloss from the paint will be what you end up seeing anyways.
