PADI paperwork: Can the ConEd Admin Document be used for Open Water?

The PADI Instructor Manual says for Open Water:

Forms Required
Liability Release and Assumption Of Risk Agreement (10072)
Medical Statement (10063)
Standard Safe Diving Practices Statement of Understanding (10060)


The Continuing Education Administrative Document (10038PIL) appears to have all three of these combined


For the PADI Open Water Diver Course specifically, can I use 10038PIL instead of 10072PIL + 10063PIL + 10060PIL ? If so, is this documented anywhere (e.g. in the Instructor Manual and I just can't see it)?
 
I was told by my CD during my IDC that the Con-Ed document was worded in a way to suggest that the diver knows about the dangers of diving and thus releasing all parties involved, whereas the OW release was worded so that they are informed about it and are making an informed decision about diving.

The SRF has the appropriate forms for the OW course, along with the course training record, I'd assume it would be easier to just use that. In any case, it's better to just go off the documents that the Instructor manual gives.
 
Simple answer is NO! It is Continuing Ed only - this is clear in the third paragraph. Note that the form is also only valid for a year - as controlled by the medical statement.
 
Agree with Hawkwood - simple answer is no you can't. If the manual says "use these forms" then use those forms. They are worded differently, and some leeway might be given if you were using a slightly older form instead the most current version, but using anything other than the required document is a violation of PADI standards, and you don't want to be on that boat if something should go wrong.

The ConEd release is a relatively new document and saves a bit of paper, but it's a ConEd document only.

From a content point of view the documents are identical
However the coned document is valid 12 months from the moment is filed and the combination of documents should make it easier not to loose them whilst the OW ones are one off and need re-signing
Looking at the instructor manual you cannot use the coned document for anything else that is not coned, however talking from experience dive centers have been combining those three documents already on folder shape
When it boils down to going back and checking the forms in a quality inspection I believe you would get away with it however this is not the sanctioned behavior

Good point about the folder. We use the folder when we start with a new OW student. It has all the liability waivers, the medical statement, and the referral information, etc. all printed on the folder.
