Thank you very much to convince me never ever bother to fly first class because I have no use for such an allowance!! LOL.
Clearly you don't have a dive wife.
 
My two cents...wear a fisherman's vest onto the plane, which has multiple pockets inside and out and also a large pocket on the backside. You could also wear your BCD on the plane.
I always fly first class and get two free 30kg checked bags. Never had any excess baggage fees. :)

Traveling long-term with scuba gear while staying on a budget can be tricky, but there are definitely ways to minimize luggage fees and make packing easier.
