The friend actually asked me to pose this question for him. He also added that where he was doing the dive, he was provided with a drysuit (with no air in it or to be used) that he thinks was extremely tight around the neck.

What kind of neck seal? I'd be surprised if a latex seal would be tight enough around your neck to cut off your circulation but be lose enough to get it over your head. A neoprene seal may get tighter if the fold fills up with air, but still would be awful tough to put on.

That makes quite a difference.

A drysuit with no air in it makes breathing extremely difficult, and a tight neck seal can cause dizziness.
