FWIW i dont have my primary or octo necklaced (mainly because i cant find any surgical tube stuff!) but my octo is clipped centre chest on a quick release right below drysuit inflator so can be found immediately one handed.
Bungee (straight from the hardware store) is a good replacement/alternative.

Hardware store, boat shop, or if all else fails, some larger fabric/sewing/upholstery stores carry thick round bungee too.
 
Problem with bungee/shock cord is its open ended and my knotting skills are more likely to get me strangled :)
 
Good point, why don't they teach the PADI dewds to go for the octo first???? Well, then again, if you see some of the octo's these dewds are diving with, I can understand.
 
It would take some of the people ive seen 5 mins to tear the ocotpus from its wedged in inaccesible position so maybe thats why...
