Okay, PPD'ers now have all the LEGAL AMMUNITION needed to research environmental coastal law. This is important for owners/operators to get an ECC when operating a business close to the shore. You will find that most operators are not in compliance with Philippine law. Shame on ya!!! Get ready to start paying fines.

sorry for the late reply. the second hearing saw no one complaining so now it is now in the SB (not scuba board but sangguniang bayan) and is going to be legislated. we are in a know as to who will compose the mpa watch group in the three areas.

the buoys to be deployed are in solana. we deployed three sinkers. two in dari laut and one in layag. we are waiting for barangay maricaban to give their commitment to watch over the buoys since it is in their jurisdiction.

all resorts in mabini are filing ecc with the municipality.

Wow, if all of the resorts are filing for ECC's then that leads me to believe we had a long period of illegal construction and non-compliance!! Wow, huge violations there. According to the laws governing the environmental compliance issues it is required to get the correct DENR certification before the first brick is laid. How are they getting around the obvious violations? What agency and lawyers are doing the filing of the EIS for the ECC??

What manufactured buoys are you using? We are purchasing Jim-Buoys (from the USA) for our project and want to secure a locally procured buoy in the future. How are you getting the anchors out to the site? We thought about using concrete weight plates and taking as many as one boat trip can be handled by the boat and the divers (multiple trips) to set the anchor in first.
 
Let me get the suppliers of the buoys. This was purchased by the municipality of Tingloy from the user's fee. The sinker which is a one meter x one meter x 1 foot cement block with corrugated steel sticking out from the sides and under is tied and pulled from under a big banca to the site where it is to be deployed. It would have been easier if we molded them near the area to be used. Let me try to get the supplier.

As for the ECC, the resorts here in Mabini have long been here even before any ECC was ever thought of. If I am not mistaken, the ECC started because of Boracay. In fact the original ECC has Compliance for Boracay Resorts. We are well aware that changes in some of the structures in the existing resorts are forthcoming. The Resort Onwers Association of Mabini (ROAM) are very filing their ECC and we are doing it as a group to make it cost effective.
