Sometimes it's out of stupidity, sometimes pure accident, other times it's just plain maliciousness.

Sometimes its just a maliciously stupid accident. I hope the snorkeler recovers completely. I wonder if this was a translated 'get off my damn lawn' thing.

Probably thought he was "plinking at turtles" - then when he realized he'd shot a person, panicked and threw the weapon away and ran.

Or a fishman that decided to get rid of some competition by shooting a seal.

I bet lunch that's exactly what happened. Seal hating is a way of life for fishermen in this neck of the woods. Then he panicked and threw the gun and ran....

Down here, we paint our snorkels gunhunter ORANGE, so that the turtle shooters, and the frog spearers, and the gator trappers don't kill us.
