The above is the usual paranoia. There have been a dozen known explosive failures of these cylinders, with only three in the last seven years of which only one was is confirmed to be from SLC:

plus another dozen failures of non scuba cylinders. This is out of about something like 24 million.

Now the one thing that is interesting is that the new regs are only for SCUBA cylinders. E.g only SCUBA cylinders are required to have the Eddy Current tests. Yet my CO2 for beer which is rated for 1800psi is not subject to this rule.
