I think it might be the "mini-cylinder" from a SMB like the one from AP Valves: A.P.Valves They are quite popular in the UK.
 
The cylinder is less than a foot tall and 3" (maybe less) in diameter. It's a bit big for an SMB.

Vol firefighter at work said it might be one of the tanks for a hooded emergency exit, used in places where dangerous gas might escape, or a fire would release dangerous gas, You put the hood over your head, tighten the drawstring, turn on the gas (it's orifice metered), and run out of the ares.

Tis a bit small for anything I can think of for an adult, even argon.
Though my 8month old love his 6ft SpareAir bottle! (finally found a use for it!)

No - not an assumption. :)

Part of my anal-retentive nature says, "If it is worth having, it is worth maintaining." It's been hydro'd, vis'd, and filled.
