Just been emailing ST today and alas it seems Oceanic haven't changed their policy. The price I've been quoted to have my spare regs services exceeds the price I can order news ones delivered.
Unfortunately, when they become unserviceable I might as well just throw them away. One thing is for sure though, if I have to throw them away and replace them because I can't get a parts kit then I definately wont be giving Oceanic (or any other manufacturer who withhold parts) my business.
