I recall they did initially say they were going to put a boat launch at the park, but hopefully they have rejected that plan. Putting in a boat launch, with maneuvering boats and spinning propellers, right where snorkellers are paddling around with their heads in the water and divers are surfacing is the height of stupidity. But just because the activities are completely incompatible does not mean they won't do it.
