A lawyer offering to act as the dummy for a foreign investor either has dubious motives or a very very limited legal knowledge. There are other options available to a foreign investor which are valid and legally acceptable.
 
You basically have two choices :

1) Part-time live abroad
You are incorporated in your country and open up a Branch in another country
You live in other country for as long as you can afford it

2) Permanent live abroad
You immigrate to another country, usually as a Investor Immigrant.
USA has a policy for this, 1M$ & 10 employees for 3 years, you become an American. If you establish in an impoverished state / region, half that.
During those three years you live & work, for your own company.
 
You may also want to look into a SIRV ( Special Investment Resident Visa )

Make sure you business does not fall under the "Negative list" (Sec. 5 of RA 8762 )
Meaning yes you may be able to run a dive operation if you qualify, but you may not be able to sell retail items.

Also make sure you understand as a Filipino citizen you cannot own land, but you can lease it. The maximum period allowable for the duration of leases of private lands to aliens or alien-owned corporations, associations, or entities not qualified to acquire private lands in the Philippines shall be twenty-five years, renewable for another period of twenty-five years upon mutual agreement of both lessor and lessee.
