I live in the greater Hartford area. My house is in South Windsor and I work in West Hartford.
If you plan to be working in Bristol, there are a number of good areas you could live in. You mentioned Waterbury. Hmmmm. Drop me a pm.
There's some fantastic mexican food in the area. In Southington, which is near where you'll be working in Bristol, there's a pretty good tex-mex restaurant. There's also some good tex-mex in West Hartford and some very good straight mexican food in West Hartford and Hartford, too.
For freshwater diving, the new Brownstone Quarry will be your best bet. But there are a number of other freshwater options, so you're not limited to the Quarry.
For the ocean, there's the Connecticut coast, Rhode Island coast and Massachusetts coast. I agree with what's been said, mostly.
Boat diving options from all of them exist. The shore diving in Rhode Island can be good. But in my opinion, the shore diving from Cape Ann, Massachusetts, is better, and while it's a little farther drive than going to Rhode Island, it's not that much farther. Sometimes, I think the extra few minutes driving is worth it.
I dove with a 7mm one-piece wetsuit for a while. I finally switched to a drysuit (and I'm glad I did). I also picked-up a steel 100 tank, and agree with what's been said about going steel.
