Which of the above has the better diving? Thanks.

I have never dived Port Lucaya or Freeport, but the diving at the other two is similar. Elbow Cay is a much neater place for down time if you stay in Hopetown.

We met some people who were staying in Hopetown on Elbow Cay. They had their own boat and met us at the pier at Dive Guana. Troy took us to the Fowl Cay Marine Preserve where we saw some nice reefs, sharks, turtles, and lots of other critters.
