When marking objects with a buoy it should have a tight line to hold it over the object. To do this we used one of the large diameter "swimming noodle" cut into fourths. Tape a weight , such as a piece of rebar to one side. wind the line around it and attach the anchor. Just throw it over the object to be marked and it will unwind until the anchor hits bottom and then stop directly over the marker.
