Question; If someone is sport diving off the coast of Florida in a marine sanctuary area and they are lucky enough to spot a Spanish coin, etc. can they keep it legally? Do people still do this around some of the old Spanish wreck sites on the east coast? Just curious how this works. How is it monitored? I just don't see anyone picking it up and then putting it back down....
 
You can't keep it legally. Illegally? Well, that's up to you. There is no monitoring. No one has found a gold coin in a marine sanctuary in decades. Well, no one has found one and admitted to it, in any event.

What are the rules if they are not in a sanctuary?
 
Actually, you have a good chance of that.
 
Did a little checking and State of Florida likes its share of historic treasure where ever you find it.
 
If it's more than 50 years old and below the mean high water line it belongs to the State of FL.

There are also many treasure leases on thr east coast. Removing artifacts from these leases could result in bodily harm.
