I would not bet the farm on PIC cards completed in Mozambique getting to PADI

Nor would I bet they were even sent.

I don't understand why the OP seems resistant to checking with PADI or checking himself using the PADI on-line system or taking up the offer that was made to help out.

On the other hand, it is irrelevant. If he wants to become an instructor, he really needs to start over again anyway.

Norm was to hand the signed envelope to the student so that they can post it once they are back home. In OPs case Finland-Uk. That post is not likely to get lost.
Question is, whether op can remember having received a pic or temp card. That should reveal whether they are padi or not.
