I still buy the yearly CONANP Conservation Passport which covers the marine park permits.

I wonder why I've never heard this mentioned before. I blow past 18 dives every time I'm there, so this could have been saving me some bucks. In your experience do dive ops honor this and not try to charge you the wristband fee after you show you've got this passport?

I can't speak for every dive shop but the few that I use honor the year pass without any issues. They take the wristband fee off my bill.

The shop I dive with inquired several years back with the park authorities and they refused to honor it.
Now looking at CONAMP's website it lists the parks where you can use the pass ( https://descubreanp.conanp.gob.mx/swb/conanp/pasaporte-brazalete-conservacion ) and I do not see Arrecifes de Cozumel listed. Perhaps I am missing it.
Perhaps someone could get information / verification direct from CONAMP as I am not exactly trusting in the local personnel operating the park. I get the impression that it is may be operating as a concession for the local officials.

Hmm. I actually do think you're right and just like most things in Cozumel it is not completely understood or enforced correctly.

The CONANP website says:
ANPs as many times as you want during one year, (except those indicated in 198 section I Bis "Revillagigedo National Park")

Article 198 (see section I)

Artículo 198​


Por el uso o aprovechamiento de los elementos naturales marinos e insulares sujetos al régimen de dominio público de la Federación existentes dentro de las Áreas Naturales Protegidas competencia de la Federación, derivado de actividades recreativas, turísticas y deportivas de buceo autónomo, buceo libre, esquí acuático, recorridos en embarcaciones motorizadas y no motorizadas, observación de fauna marina en general, pesca deportiva en cualquiera de sus modalidades, campismo, pernocta y la navegación en mares, canales, esteros, rías y lagunas costeras, se pagarán derechos, conforme a las siguientes cuotas:

I. Por persona, por día, por cada Área Natural Protegida o Zona de Área Natural Protegida, consideradas como de baja capacidad de carga de conformidad con la siguiente lista:​

  • Parque Nacional Cabo Pulmo.
  • Parque Nacional Alacranes.
  • Islas Catalana y Montserrat, dentro del Parque Nacional Bahía de Loreto.
  • Arrecifes Maracaibo, Punta Sur, El Islote y Chunchaka'ab, dentro del Parque Nacional Arrecifes de Cozumel.
  • Parque Nacional Isla Contoy.
  • Parque Nacional Arrecife de Xcalak.
  • Parque Nacional Isla Isabel.
  • Área de Protección de Flora y Fauna Islas del Golfo de California, excepto las islas Venados, Lobos y Pájaros, frente al Puerto de Mazatlán, Sinaloa, mismas que cubrirán la cuota establecida en la fracción II de este artículo.
  • Reserva de la Biosfera Banco Chinchorro.
  • Reserva de la Biosfera El Vizcaíno.
  • Canales de Muyil-Chunyaxché, dentro de la Reserva de la Biosfera de Sian Ka'an.
  • Reserva de la Biosfera Arrecifes de Sian Ka'an.
  • Reserva de la Biosfera Archipiélago de Revillagigedo.
  • Reserva de la Biosfera Isla Guadalupe.
  • Parque Nacional Zona Marina del Archipiélago de Espíritu Santo.
  • Reserva de la Biosfera Bahía de los Ángeles, canales de Ballenas y Salsipuedes.
II. Por las demás Áreas Naturales Protegidas no enlistadas en la Fracción I, por persona, por día, por Área Natural Protegida: . $64.06

No pagarán el derecho establecido en esta fracción, las personas que hayan pagado el derecho señalado en la fracción I de este artículo, siempre y cuando la visita se realice el mismo día.

III. Las personas podrán optar por pagar el derecho a que se refiere este artículo, por persona, por año, para todas las Áreas Naturales Protegidas: $333.10

La obligación del pago de los derechos previstos en las fracciones I y II de este artículo, será de los titulares de registros, autorizaciones, permisos o concesiones para la prestación de servicios náutico-recreativos o acuático-recreativos. En los casos en que las actividades a las que se refieren las fracciones de este artículo, se realicen sin la participación de los titulares mencionados, la obligación del pago será de cada individuo.

No pagarán los derechos a que se refieren las Fracciones I y II de este artículo, la tripulación de las embarcaciones que presten servicios náutico-recreativos y acuático-recreativos, ni los residentes permanentes de las localidades contiguas a las Áreas Naturales Protegidas en cuestión, siempre y cuando cuenten con la certificación de esta calidad, otorgada por la autoridad responsable, previa presentación de la documentación correspondiente, y realicen actividades recreativas sin fines de lucro.

Estarán exentos del pago de los derechos a que se refieren las Fracciones I y II de este artículo, los menores de 6 años y los discapacitados.

Los ingresos que se obtengan por la recaudación de los derechos a que se refiere este artículo, se destinarán a la Comisión Nacional de Áreas Naturales Protegidas, para la conservación y aprovechamiento sustentable de las Áreas Naturales Protegidas.

If I understand this correctly it would appear that Maracaibo, Punta Sur, El Islote, and Chankanaab are not covered.

But in Section III (translated to English) it says..

So honestly I am not really sure. I was under the impression the Conservation Passport covered Cozumel reefs but based on this it does not cover them all.

Is there a separate pass / fee that can be paid directly to the CONANP office in Cozumel and does anyone have any experience doing this?

An extra $5 is going to kill it for you. Where in the Caribbean is cheaper than CZM (overall, with lodging, food, transportation)?
Roatan, Isla Providencia, Corn Islands....
