Years ago my wife and I conceived of the "SCUBA Bus". We'd load you and your gear, drop you off at a great site, then pick you up later. What do you think, and what would you pay?

With pickup/dropoff either at Beverly Burger King or in Cape Ann Divers parking lot, I would pay $10.

If you could provide a secure a parking area it would be ideal. The reason being anyone who sees me get in a van with my dive gear probably knows I won’t be coming back to my vehicle in let’s say about 2 hours or so at the minimum. So if you have secure parking it would make the notion more attractive you could probably charge $20.00.

and when they see you go underwater they can assume you're not coming up for at least 30 minutes.
