You have to feed the parking meters at both places. There may be a problem with lifeguards at Short Sands. I'm not sure. You will also probably be harrassed by the beachgoers. I think these would be good night dives because there won't be many people around that you have to run the gauntlet through on the way to the water. Also both involve long surface swims out to what I consider the interesting spots. You aren't supposed to change in your car according to the signs. What else???
 
I stopped by and asked lifeguards at Short Sands last summer. They could not offer a reason not to let us dive but were quick to point out that they leave at 5:00 (or was it 6:00?) That being said, early AM, evening or night are the best bet.

As for the meters it adds up to a lot less than many have to pay to make lesser dives and the amenities of pavement and restrooms aren't hard to take. It's also a blast since you become part of the boardwalk show and are treated like a hero by the kids, especially on exit.

I haven't found a need for a significant surface swim, to each his own.
