For fact FWC , DEP and USCG can stop anyone and conduct a "inspection" for poached game and safety devices.
Now there is such a thing as a vehicle inspection since we do not have inspection stickers whereas I can stop you and make sure everything works on your car BUT this has pretty much been run up the pole TOO many times and there are volumes of case law.
When it comes to Fins, Fur and Feather violations it is better to called the "other" guys. Their statues are called "rules" and I do not even have the #'s in my Criminal book. I'd have to call one of them and ask.. "Hey what is the number for a short lobster?" ---
