My experience is that there are certification agencies and there are insurance carriers. I do not have a NAUI cert so am only assuming this is true for them also. V&B is tightly in bed with PADI, but you do not have to have V&B to maintain status with PADI.
With regard to shop policies, the one I currently work under lists the business as primary insured (the owner), the landlord as second (the resort), the County of Maui third, me fourth (inst) and finally a DM/assistant. With $3 mil per incident, how much will be left when the lawyers get around to the DM. I will be securing my own policy very soon!
