Most Navy Bases have a Dive Club, which is easy to join, and offers discounts and travel for Service Members. Every USN base I have been on, rents dive gear, all at a very cheap price when compared to the oustide the gate.

You will have chances to dive in just about every port of call your ship stops at. I dove in Hawaii, Guam, Australia, Saipan, Thailand, and Korea. Not to mention all the bases in such states as Hawaii, Florida, California, and Washington.

You will get the chance to dive as much as you can stand, at places most people would have to pay a small fortune to get to. As far as personal gear, if you are on a good sized ship, you can easily stash it aboard. Just be nice to who ever is letting use that storage space.
