I was going through a fishing navigation maps and found an inland lake that had a note that there is scuba diving. http://dnr.state.il.us/lands/Landmgt/parks/r3/kickapoo.htm#Scuba it was an inland lake managed by the IL DNR. So I started checking out the. DNR site looking for others.
The DNR site mentioned it was this site was one of the few that allowed diving. my thoughts were if there were public waters especially if you can put a boat on it you could dive it.
I'm sure that the rules widely vary based on location and I found a post in the archives on similar topic. I can see on a lake on private property but in IL and WI the home owner does not own the shore so if you had beach access rights or had permission of a home owner with water access I do not get why I could not dive just about any lake?
