It's a great dive site but the main exit is very rocky, including variable depth. I wouldn't want to try and exit there with rough seas. Afaik the people staying in the water definitely took the right decision. Maltese rescue services are active and vigilant to my knowledge.

It is very easy to bring up the Maltese dive-related court events. Yes, there have been court rulings which were later overturned.

And? The defendants had to spend time in jail and spend lots of time defending themselves from the horrible false charges costing lots of time and money. Most terrible thing to happen to a diver/instructor.
