The ONLY thing that I found that really works is only dive in water over 80 degrees. I spend all my time in the Carribbean, Bismark Sea, Coral Sea, and Red Sea. I'm sure that would work for you too.
 
I was watching a show on the Discovery Channel recently that documented a dive in the mountains of France, under the snow (some underground lake). The divers wore extreme gear, obviously, but on their exposed facial skin they put zinc oxide (like what we used to wear on our faces at the beach when we were kids). I also know that zinc oxide is used in diaper rash creams as a moisture barrier, so this kind of makes sense. I don't think it helped these guys diving under the snow, but in less extreme temps it might help you :-).
