Is this normal for new fins? White dry-ish looking straps

I purchased these recently and haven't even used them yet, but one of the straps has this whiteish looking strap. I haven't even used these in water yet, is this normal? Does this just happen? It doesn't explicitly feel any different, maybe a little dryer, and it still has the same amount of elasticity as the other strap.

Does all rubber bloom, I don't see orings bloom
