Would it make any difference if he wasn't much older? Would your reaction be any different if he was younger? Would it make his actions more appropriate/acceptable?

Well its not for me to answer, but I would like to bring two points for discussion.

First of all there is a kind of senority gradient. Older persons are considered to be more experienced and with a bigger difference in age it becomes more difficult to say something against this person. Btw that was a reason for several air crashes and so there is a huge effort in crm (crew ressource management).

On the other hand one expects a more respectful behaviour from older persons and then its more against your expectations.

In my book, the degree of inappropriateness certainly goes up if he's old enough to be her father or grandfather. That doesn't mean its okay for a guy the same age to be touching her without her consent.
