outside- or else my booties get all squelchy....

Depends on the suit and boots.
For my thin, central FL wetsuit I wear the wet suit legs on the outside of the booties. Working in the dirty water and sand bottom I would end up with far less sand in my boots this way. :11:
In heavy dress the lead boots go outside the canvas suit because that is the only way they can go on.
