Since mjh mentioned it here's some more info on the reefs and their protection:

In Bali, we dove at Alam Anda Resort close to Sambirenteng in the North - the owner has built up a protectorate on their house reef over the years which is respected by the local fishermen; although it hasn't got national park status yet - but it is a good start.

In Pemuteran, in front of the Pondok Sari Resort (close to Menjangan), there is supposed to be the biggest trial on coral (re-)settlement by electricity - and it works fine! They started only some years ago and the corals are much bigger than under normal conditions - really beautiful.

In Lankayan/Malaysia, an underwater nationalpark was created some years ago and is protected and controlled by the Military (which is also due to the near border to the Philippines, so they both protect reef and border). But the corals are really great and there's lots and lots of fish.

So you can really see the difference... I hope other countries will follow these examples...
