Either Key Largo or the Conch Republic. CR might be too pricey for me, but Largo sounds awesome! I still want to see the Jules Undersea Lodge for myself (even if I can't afford to stay there).

I have lived in FL for fourty years. Best diving is out of West Palm Beach. It is OK for diving off a dive boat, cheap. If you want to spend a bunch of money, your own dive boat is even better.
A lot of Hispanics down south, many non-hespanics feel uneasy with not being able to communicate with them. They don't want to learn English like my forefathers.
