Position the tank wherever you want it as long as your BC will clamp / hold the tank in place securely. By trial and error you will want to find a position of your tank that will 1) help you maintain a horizontal body position
2) you won't hit your head on the tank valve constantly, and
3) you don't hit the bottom of the tank with the top of your leg with ever kick.
 
I thought for sure the small webbing loop on the neck of most BCs was to hang/hold the BC on the tank while adjusting/camming the straps. Not necessarily to hold it in the exact position, though. Not sure if I'd carry a tank/BC by that skinny webbing strap. Just grab the valve like a pair of brass knuckles. Bang your head on the valve or have the tank slip out of the BC a few times and you'll be over the newbie tank adjustment stage quick!

some have a webbing handle meant for carrying, or some other kind of handle. Some have an adjustable loop meant to help position it on the tank. Some have both, some have neither.

Get it where you want it and use a permanent marker (or spray paint) to mark the spot on the tank. That way you'll be able to find the same adjustment every time.

Or use a TightieWhitie Tank Support Harness that will position your tank correctly every time after a one-time adjustment. Oh, and it also keeps it from slipping out of the cam band too.
