It is a steel tank (DOT 3AA). Working pressure is 2250. 253364 is its serial number. ^71 is probably its first hydro test. It was probably manufactured in 1970/71.

It needs to be professionally inspected and hydro'd before used.
 
Sounds like you have an old steel 72cf cylinder. The '+' symbol means it might be rated for a 10% overfill. Have your LDS check it out with a hydro and viz. If it passes you'll have a nice cylinder that'll last forever. I have two identical 72s and they're great for recreational diving(one is almost 40 yo). You'll take some weight off your belt as well.
