I just can't sink!

Assuming that it's a 7mm BRAND NEW suit, yes, it's a lot more buoyant than you think. A well broken in 7mm suit is probably about 2-4lbs less buoyant than a brand new one.

Also, like others have said, make sure that the air is truly all out of your BC. Just because you think that there's no air left in the BC, doesn't mean that there isn't air in it. Most newbies don't know how to vent the BC. They think that they've held the corrugated hose above their heads at the highest points but most of the time, it's by their temples and if they're at any angle but vertical, that may not be the highest point.

Also, speaking for myself, I was quite the kicker. Even when my instructor told me to stop kicking, I couldn't. He had to held my legs together to get me to sink. Also, feeling apprehensive and breathing in too deeply doesn't help either.
 
prior to entering the water ensure that your suit is fully wet no dry places. apply 12-18lbs do a trial. for you to sink in the water your wetsuit needs to be absorbed while your in the water usually takes a few minutes. Try a sink head first technique so all of your body weight pushes you down too. Use your legs a little, if necessary. Have fun....
