I just had both of my PST lp95's hydro'd and insisted that the hydro facility do the extra calculation using the REE# on the tanks to verify that they qualified for the + rating. Got my tanks back with a + on both.
A lot of disinformation is put out by dive shops and they will tell you that the plus is only valid for the first hydro. This is simply not true. I have a link on my home PC that I can post when I get home (this is my work laptop in my work van.) After showing the information to the shop owner he changed his story on + ratings for tanks! I think the money I forked over for O2 cleaning and a Nitrox card helped a little too ;)

If memory serves me correctly, it's something about steel being scarce in WWII and the DOT approving the 10%+ fills to be able to get the same cuft while using less steel.
There's no physical reason why AL tanks counldn't take the additional 10% like steel does, we 've just never needed to.
 
I always understood that the Hydros tation needed an additional DOT certification to be allowed to issue the + mark and that most stations didin't bother with getting it. Is that not true?
